If you don't already have a recent backup copy of the NTUSER.DAT file, you'll need to look at a different method to fix the issue. If it is still in use while logged in as a different administrator, you'll need to reboot the computer to free the file from being in use. You should login as a different administrator account to restore the NTUSER.DAT file since that file can't be changed while it's in use. Press Wins + S to bring up the search bar and type Powershell. But, before you pull the trigger, remember that you may need to repeat the process if the problem persists in the future. Some example backup applications include: Comodo Backup, Acronis, Macrium, Intronis, etc. A temporary workaround when the Start Menu button is not working is to re-register the app using Windows PowerShell.
